I'm running a Legacy and a TPC 400.  I almost always (99.99% of the time) use the TPC 400 to run conventional locomotives.  I don't think that the momentum feature works on the TPC 400 in conventional mode.  My foggy memory says that the momentum buttons on the Legacy have something to do with changing the mode of operation on the TPC.

With the TPC in command mode, the momentum feature works on TMCC of Legacy locomotives in the usual way with the L, M, and H buttons on the bottom of the Legacy hand held.

Good luck.
