What special tools are required to apply rivets such as the tubular rivets on The # 623 lockplates,or drawbar pivot rivets,collector roller pins or the shoe rivet on the # 623?

A rivet press would be ideal:

A riveting press is ideal, but you can get by with a small hammer ( I use a 1 oz ball peen hammer) and a center punch re-ground to about a 45 degree point.  It doesn't take much to set those brass tubular rivets.

The real trick to this method is getting it all lined up and supported properly.  I'll also say that I use thes method where the set end of the rivet won't be seen.
