I am by no means a expert on Legacy, but will give it my best shot.  You can run your Williams engines with Legacy, just like any other brand with conventional power.  You will need to get a TPC and the connection cable, but that is all.  Williams and other brands can be "upgraded" to TMCC and run with the Legacy remote, but will still not have the Legacy features, but will have command control.  I have heard folks saying that Williams and other brands really work well with the Legacy remote.  You seem to have better low speed control.  That is what I hear, I have yet to hook up my TPC, so I either run command control engines with the Legacy, or leave the Legacy system idle and run the old fashioned way.
