I have a K-Line Empire State Express streamlined Hudson with a whistle that won't quit! (I operate in conventional mode.) Unless I am running with less than 8 volts or so, the whistle blows almost constantly. The other Railsounds...chuff, and bell...are fine, as is the smoke. I tried cleaning the rollers, cleaning the track, and reversing transformer leads without success.
Is there a cure short of sending the engineer to a twelve step rehab program for addictive whistle blowing?

I assume that this a TMCC engine so I'll take a few guesses at it:
> have you checked, in the tender, that all boards are properly & securely seated ? And the wires properly attached & routed ?
>Do you know anyone relatively close who runs TMCC ? If so see if they can do a "reset" of the system. Should be covered in your owner's manual.
>If you haven't already done so try installing a 9v battery, goes in tender, should be covered in your owner's manual. Normally these are not required for "normal operations" but just to maintain sound operations during brief power disruptions,( direction chg, moving over turnouts, etc.)

I tried carefully reseating the boards. They appeared pristine but the rear one gave off a puff of acrid white smoke and that was that. Maybe there was something inherently weak. In any case, now I am on the hunt for a replacement board. (The glass is half full...the engine no longer whistles uncontrollably!)
