Williams GP-9 issues

I know. I also have another small issue with it though, when I try to put it in neutral, it won't cycle correctly. Most of the time this sends a car or two off the track. I have to hold in the direction button until it comes to a stop to put it in neutral. Is this a safety feature?

18V-20V for a Williams engine to move is way too high.  18V-20V will launch most Williams engines into a low Earth orbit.

No, it's not that, when off the track there is barely any difference at all.

It might be a gear mesh problem.  If you can, disengage the wheels from the motors so the motors are free-wheeling and apply power.  If the motors run freely in both forward and reverse, the problem is probably gear alignment.  You might need shims so that the gears mesh better or the one of the motors may have been installed incorrectly.  It is a little difficult to diagnose without seeing the loco.

My Williams (not by Bachmann) Southern Railway GP-9 that I just recently bought works fine going backwards, but goes noticably slower fowards. I run it in reverse to stay prototypical with the railroad, but with as many cars as I have it pulling, it will not go backwards w/o 18V-20V. Can anyone please help!
