I used different thickness of styrofoam and covered it with layers of papertowel soaked in plaster.
Town square with people looks really nice. Or a pond/fishing hole.

Small scraps of bubble wrap, bubble side down. Pop some of the bubbles in random places and at the edges.

I have some areas of my layout which are flat areas of plywood; what can you do as a base for scenery to eliminate the dead flat appearance and give some texture? I know i might have thought to cover them with styrofoam, and then roughed that up, but it is now too late for that.
