Why does this whistle out the C&O Berkshire sound like a Diesel Horn coming toward the camera? http://www.youtube.com/watch?v=rPTRpKO9Cvk After the Engine is passing the Camera I hear the Whistle. But from far away it sounded like a Horn, not a Whistle. Also, Does anybody else have video of this Engine in RS 5.0 on any other Video on any site that has videos?

To me it just sounds like a low-pitched steam whistle. Some railroads used very low-pitched "steamboat" whistles that were even lower. Click on this link and listen the the two Norfolk and Western steam engine sound samples....

FWIW some early streamlined steam engines had both airhorns and whistles. I believe SP 4449 still does??  However, to me this just sounds like a steam whistle.
