This manual link you provided, shows the parts, but not where the wires go (by color specifically).

A center rail roller(one) on an S-O-S tender & wired to the circuit board indicates a whistle. The S-O-S tenders all have axle wipers on them.
Pickup rollers on the loco do not say anything about the tender features.
A parts list & diagram for your tender can be found on pages 175 & 176 here .

I reversed the wires and it didn't work, when i use the whistle control,it just increases the locos speed.(no matter which way the wires are connected).John
Then it SHOULD have a whistle. If it does not work, try reversing the two wires going to the track. Of course you also must have a transformer with a good whistle control button.

In most cases, I say that as there are exceptions to everything. A one wire to the engine SOS tender WITH whistle will have a pickup roller on the tender.

I have a Lionel C&O steam loco. and tender made in the early '70's and my tender has what yours has, but no whistle.
I'm not sure, but I think in those days the tenders only had the sound of steam unit, without a whistling unit.

The 8141 was a PRR 2-4-2, which was the first locomotive to pull a tender with electronic Sound of Steam, the 8141T. Lionel's practice was to identify a part by the number of the first model that it was used on, followed by another number that idendified the particular part. So 8141T-10 is probably the Lionel part number for the floor of the tender, and not the model number, since yours is painted for Rock Island.
As for a whistle, the reference I have should mention it if it has one, but it doesn't mention it, so it probably doesn't have it.

I just realized that the 8403 is a Chessie locomotive, not Rock Island. Is it possible that you have an 8304 instead? If so, then you should have electronic Sound of Steam.
That locomotive should have an 1130T "Sound of Steam" tender, which is completely mechanical and makes only the chuffing sound. I don't know what an 8401T-10 is, but that looks like a Lionel part number, not a model number.
Hi , i just purchased a lionel #8304 rock island 442 locomotive smoker with caboose and 8I41T-10 tender with sound.The tender makes speed sensitive steam chuff sounds on it own while its running.But can anyone tell me does it make anymore sounds than that? I also have a lionel 90watt transformer with horn control , how can i tell weather it is the horn control on the trans not working,or the tender just doesnt make anymore sound than that?Any help would be apprieciated,thanx,John P.S. does anyone have pictures or know how to remove the shell from this loco! Or what i really need to know is does bottom plate come off to lube the gears inside, they are really squalling!
