 Yeah, don't mess with the rivet as there is no need.  If you have trouble, just use a couple of putty knives under the top handle to gently pry it up.  Once the top handle is off, remove the next, and the whistle handle.  Out come the big screws and you're in.

Solder a nice new replacement cord, and you're done!

The rivet just holds the nameplate. They do come off. I checked mine a while ago. 

I did a test run, just grab the handle with fingers all around, and rock it, but pull upwards gently. Like all handles there is a metal band for tension around the plastic shaft, Too much rock and the shaft will break. No guts no glory.

Lionel KW Replacing Cord Question

I need to replace an old, cracked cord on my Lionel KW transformer. I would like to know how to remove the two control handles PROPERLY before I do something stupid and break them. My transformer has a small rivet that holds the nameplate to the handles. My guess is that I need to remove this rivet/bushing to gain access to the transformer's innards. Thanks for your help! Martin
