Lionel 3424. Operating brakeman boxcar.
The brakeman would collapse after hitting "tell tails". I'm pretty sure I've seen replacement tell tails at train shows or other locations.
Doing a quick search on eBay found many entries for 3424.

Doyle's latest price guide indicates the blue brakeman figure is harder to find.
