I would flip your cross overs between the inner and outer loops to give easier access for a train moving from the outer loop to the ineer loop to acces the "Y"

Yep, between the switches on the inner loop and the outer loop.

If you insulate the two crossovers to the outer loop then the outer loop becomes one block and all the inner trackage becomes the other block. This is the easiest way to run two trains independently of each other on this plan.
