I'll make a guess:
probably an unfinished locomotive kit. There were some 0 gauge loco kits back in the day...
Sometimes the builder ran out of time, or lost interest, and eventually passed on...
I have seen some partially finished kits at train shows. Or, it's an incomplete Scratch build. Most likely a kit, though.

Well that is very possible,I do know that the frame is machined not cast and some of the screws are beveled to match the profile.
I'm seeing two"Hudson " type, 4-6-4.
Could be.
Just for fun I added the motor from an old cordless drill and used one if it's nylon planetary gears to accept the drive shaft.

I had to shim the motor with plastic plates to set the gear lash so that the nylon gear does not get torn up by the brass motor gear.
