You're actually on the wrong forum but since you asked the question: I'm sure there's no blanket answer to that question, as "12 inch scale" streets come in many different widths.
As one example, I understand interstate highways have 12-foot traffic lanes. That works out to a little more than 1 5/8" incjes in HO scale
You might want to try the Model Railroader forum. A lot of HO people there.

There is no standard
Modern residential streets ar often 40' curb to curb with 4' sidewalks outside the curb. This allows two 12' travel lanes (one in each direction) plus two 8' parking lanes.
This would also be a narrow business street. Generally sidewalks in business districts would be 5' or more wide.
Residential streets are often made narrower. A 30' or 32' curb to curb street with sidewalks would fit in a 40' right of way, which is a common R/W width. Narrow residential streets are often constructed to discourage through traffic and speeding.
40' is a little over 5.5-inches in HO scale
