Question about a PRR Photo

The photo above looks to be of a H or an L type steam locomotive.  I just can't figure out what the pipes are that are covering the stack and what they are for.  Can anyone explain that to me?

Looks like an H10 (Lines West tender, no snifter valves).  AFAIK, the installation is for smoke abatement.  Don't know exactly how they worked (vacuum source, remote tall stack in the yard...)
