whistle

The whistle on my Lionel tender will only work when the loco is in neutral. Moving the whistle button on my ZW while the engine is moving will only make the engine speed up. What is the problem?

Also, I have a new Lionel steamer with trainsounds - the tender will chug, but not whistle.
