Appears to be photoshop fake using pic of an 0-6-0 built for Safe Harbor Water Power Co., and lettered for later owner Wanaker, Kempton & Southern #65.
Guessing the lower part is from a tank or other military tracked vehicle on static display in a park somewhere.

Note that steam traction engines with tracks and front wheels were not that uncommon in the early 20th century, often used in hauling logs. Here in Minnesota, some had skis instead of front wheels, since most logging had to be done in the winter.
Alas! it's a fake: look at the jackshaft counterweight clearance... and which sprockets on the tank chassis are the drive sprockets.

I'm guessing there's some Photo-shoppin' goin' on since we've got an antique steam engine mounted on post-WW2 tank tracks. Unless it's someone's creative work of industrial art!
