Notice how "Rocket" has rail sweepers in front of the wheels. 

Those were also found on speeders.

Penny, for you it would be a cinch.  Model the Rocket with high gear reduction from a motor in the cylindrical boiler, and use one of the magnetic-plate traction enhancing systems to get the necessary 'downforce' to keep the train following the hills and dales...
