Steam was regularly allowed on the upper level of 30th St.  Indeed, you could not access Broad St. without going through 30th St. upper level.

And after Broad St. closed, PRSL did use the lower level.   Engieers would coast through the station inbound, until the locomotive was outside the covered platform area, cut off from their train, and then use the bypass track on the wests of the station to access the engine terminal.  Outbound train had their power north of the covered platform area, as diesels do today.  The last steam I ever saw on the corridor was about 1957 or 1958 and was a Reading Pacific on a PRSL train on the lower level.

And the diesels on both NJT Atlantic City and Amtrak Pennsylvanian use the same procedures today.

The PRR used K4s on their Seashore Lines up to the end of steam. Once Broad St Station closed, where did passengers board the trains since steam wasn't allowed in 30th St Station.
