Once again, remember the Teens and the Dial Phone.
Back in the Forties there were still Exchanges where one just picked up the Receiver, NO Dial on Phone, and Operator said Number Please and made the connection, Manually. She had a DIAL for calling Dial Exchanges.
With a Dial you dialed ' 0 ' which gave you the Operator, and YOU said Main 2463 and she completed the call, the far Dialess phone ringing as she put the call thru.
Following in use after the War. With Subset, which had Ringer, etc.

CP 8901-04 had TWO S/Gs in short hood. Fillers on corner by hand rails
