Looking at the photo of the Springfield, MA station on May 26th, can anyone tell me how those baggage towers worked??

They were just standard freight elevators.  Most of the larger terminals had them.  Here's what one looked like at Cleveland Union Terminal:

Most likely what you're looking at (because they're outdoors) is a headhouse for the winch equipment.  I would also guess that the platforms are connected to the main terminal building by underground passageways with elevators and/or escalators to bring passengers up to their trains.  The redcaps would have brought the bags up via a different route.
