In fact the JS was just a passenger version of the much more common FD 2-10-2 which was in turn a lighter version of the Baldwin Tb 2-10-2 purchased as prototype. The use of the 2-8-4 wheel arrangement for a passenger locomotive was based on the need for a low axle load, and owed more to the pre 1914 Austrian 210 and 310 types of 2-6-4 than any USA freight locomotive designs. The Austrians also built a 2-8-4 passenger type, the 214 in 1929 (and one 3 cylinder type 114 which was not a success).
I think we can attribute the streamlining to Eric Kantona, however...
