The floor of the Jacksonville Terminal and the tracks were all at the same level. If you wanted to get to the higher numbered tracks (12? and higher), you had to go down a subway to the stairs or ramp to get back to track level. The main waiting room was two stories (plus?) high which might leave the impression of the building being higher.

I saw just the article about the Jacksonville Terminal and the picture.
On the picture it seems that the terminal is standing higer than the tracks.
Was this the case or not.
