UP FEF # 807 in 1951 - but where?

It's not often ID-ing a place like this is so easy, but the street address and google maps were readily available..
The Sinclair staion is at 23 Kansas Avenue in Kansas City Kansas, across the Kansas River from Kansas City MO. The train is westbound pointed NNW about 2 miles west of Kansas City MO Union Station, most likely heading towards Denver.
The lower level tracks behind the viaduct shared the lower level of the same swing bridge across the Kansas River the 807 crossed. As far as I can determine it's also part of UP's Kansas Pacific line west to Denver. The 807 is on the "High Line" from KCUS, the lower line gives access to "the Bottoms" along Kansas City's river frontage.

The location mentioned (Pennsylvania) is extremely unlikely. Does anybody recognize the place?
