OK, I had the same problem with my old KW, the cord shed its covering dramatically after 40 years.

This is what you do:  After removing the four screws grab the HUBS, by this I mean the large circular centers of the control handles with the Lionel logo on it and PULL straight up, it may take some effort to do this.  Once those handles are off the rest of the cover will come off and expose the transformers guts.  You should be able to figure out the rest as far as replacing the cord.  Don't let that eyelet in the middle fool you, it fooled me, it doesn't hold the handles on.

In the future if you've got a toy train question try the "Classic TOY Trains"  Forum.  Don't be embarassed, you're not the first to confuse the two sites.  I daresay you won't be the last.

For your other wiring problems I'd take what's left to Radio Shack and see how close you can come.  No Radio Shack in your area, then try Lowes or Home Depot, or a good old fashioned hardware store if there's one around.

New to forum. I have several 1949/1950 trains (maybe sets) and a Trainmaster Type KW Transformer. They were given to me by a friend of my grandfathers in the early 70s. The transformer cord is dry rotted. I added a Tech II transformer in the mid 80s but I'd like to get the older transformers repaired. I unscrewed the four screws on the top of the Type KW but it appears the controls are in the way of me lifting off the cover to see what is underneath. I can't see an easy way to remove the control handles without risking breaking something. Are the permanently attached by the eyelet in the center?

Other question:

- is there a Home Depot/Lowes equivalent to the 3 and 4 strand wires thar operate the decouples and switch remotes? Those have dry rotted as well.
