There is an excellent photo of CB&Q 2930 heading up a suburban train in the Photo Of The Day section. Does anyone recognize the location? When were the lower quadrant semaphores replaced on the Chicago-Aurora mainline?

Sorry, don't know the location.  The engine pictured is 2931 (not 2930 as captioned).  The first car appears to be a RPO-baggage car.  Suspect this may not be a suburban train.  The 'semaphores' look more like train order signals.

Agreed that the train is probably not a suburban train. I don't think the signals are TO signals though. They appear to be ABS.

The signals aren't ABS, and seems unlikely they're TO signals. Why not just interlocking signals?

Why do you say they aren't ABS? I don't think they are interlocking signals because of the close proximity to the tower and they are single head. The CB&Q did not have any simple crossings in the Chicago area where a one head signal would suffice. The interlockings, for the most part, were at crossover locations which had two or three headed signals. There is a structure which appears to be a portion of a signal bridge in the background between the signal mast and the tower. That would be a more likely location for interlocking signals.
