Athern Genesis F7A lighting

Athern bills it's beautifully detailed Genesis F7A as having constant directional lighting. I assumed that meant it had an LED headlamp that did not vary in intensity with the speed of the locomotive. This is not the case, however.
So, what is constant lighting, anyway? Or, what do you call a headlamp that shines with a consistent brilliance no matter what the speed?
