Well, if I understand Scott's reasoning, he believes the port improvements will yield a payback like a true business investment, and building HSR will not.
I recently traveled from Toledo to DC on business, departing Thursday night and returning the next Wednesday morning. Round trip on the Capitol Limited (with a roomette) was $200 cheaper than flying. Coincidentally, major storms were going through on both days of travel, which affected flights but not Amtrak. I got to my appointments rested, got work done while en route, and kept my shoes and dignity and much better food than a bag of peanuts.

Yes. Amtrak's subsidy is completely out of line compared to air and auto intercity travel. It should be 10 times LESS in order to be in the same ballpark with air travel.
We need a better Amtrak and well targeted HrSR projects.
