When you are addressed in the style of the posted letters would you buy something especially not knowing what you get? As Amtrak did I wouldn't react on the letters. Perhaps discussing them internally. As long he is not willing to get professional help to learn how to present his proposal without offending, hurting, insulting someone he will not have success. I think it is too late now, too much china smashed. On the other hand I expect NTSB to come up with recommendation giving Amtrak the feeling following these is enough, making his proposals moot.
