The operating profits generated by the NEC should be restricted to covering its capital investment requirements. </p> <p>It is in corridors like the NEC where there is a potential payoff for passenger rail. </p> <p>Hopefully the decision makers will stick a plan to improve the current NEC route. Doing so is likely to be the best outcome for the United States. </p>
