I live approximately 10 miles from the accident scene. I know the location very well.

If the passengers were bused to Fort Worth to continue their journey, I assume, without really knowing, that Amtrak intended to terminate the southbound Texas Eagle at Fort Worth and turn it around to run the northbound schedule as #22. This is the only plausible way that all the passengers on #22 would be able to get a train in Fort Worth to continue their journey, since Amtrak only spots a coach and extra locomotive in Fort Worth.

If Amtrak turns #21 at Forth Worth and rebadges it as #22, it means that the passengers on #21 for points south of Fort Worth will have to be bused to their destinations, unless the equipment for #22 that was involved in the accident, after a damage assessment, can be run up to Fort Worth and turned for a southbound run as #22. In any case the challenges of how to handle the situation should have kept Amtrak's operations managers jumping through a few hoops for a couple of hours at least.
