[/quote] Who is forcing the military to go to more expense by using private contractors?  You mentioned that Reagan began the process.   Reagan was for privatization, but that was an anomaly, and it was a long time ago.  I don’t see much push for privatization today.  If anything, it is just the opposite.  Today the government runs GM.  You are going to need to identify your 800-pound gorilla.
