If the average US citizen with a seemingly bottomless pocket of cash wanted to approach Amtrak

about personally paying for restoration of wrecked coaches, sleepers, diners,Superliners so that Amtrak

could increase capacity on existing runs and add new routes, would Amtrak gladly take up the offer or are there certain procedures to follow that would disqualify the individual?
A citizen can make a contribution to the general fund by writing a check to the U.S. Treasury. I don't know whether he or she could contribute directly to Amtrak to restore equipment or for any other purpose.

Inasmuch as Amtrak draws more than third of the monies required to cover its operations and capital expenses from the Treasury, a contribution to Uncle Sam would help cover the draw down of Treasury funds by Amtrak, although given the scope of the U.S. Government operations, even billions would be hardly noticeable.
