[/quote] A citizen can make a contribution to the general fund by writing a check to the U.S. Treasury.  I don't know whether he or she could contribute directly to Amtrak to restore equipment or for any other purpose. Inasmuch as Amtrak draws more than third of the monies required to cover its operations and capital expenses from the Treasury, a contribution to Uncle Sam would help cover the draw down of Treasury funds by Amtrak, although given the scope of the U.S. Government operations, even billions would be hardly noticeable.
