<p>Using focus groups to determine what people want and are willing to pay for is a bottom up technique.</p><p>I did not argue for a national transportation policy; I sugested a national transportation framework. There is a significant difference between them. Policies along with procedures tend to be rigid. Frameworks by their nature tend to be flexible.</p><p>The advantage of a national framework is that governments, i.e. federal, state, local, as well as private investors, could use a variety of incentives to promote the best transport option for the country's many diverse locales.</p>
