Railroads and controlled air space, too.[/quote]<p>If I read correctly, you are arguing that roads shouldn't necessarily be designed for peak traffic because there are more hours where they are not filled to capacity than hours where the roads are at or above capacity. That is true, and I am inclined to agree (to a point) when it comes to roads. </p><p>However, railroads don't have a "rush hour" because they run 24/7. In most areas of the country, the railroads are just as busy in the middle of the night as they are in the daytime. </p>
