It took a little work but here might be a clue to help this along: there is a design-number correspondence:

RS19 is DL831

RS21 is DL810

RS28 is DL818

Attempting to decipher the RS-series model numbering does not appear easy to me, a couple of them appear to have been chosen to reflect the unit's horsepower rating (RSC-14, RS-18), while the rest would appear to have been sequentially numbered one after the other, and if that is indeed the case then a bunch of numbers were skipped or never produced. 

As for the locomotive's appearance, your guess is as good as mine.  While most RS units were roadswitchers with both short and long hoods the RS-23 had the appearance of an S-series end cab unit, and the rebuilt ugly RSC-24 somehow managed to be in between those two body types.

These MLW-only model designations are mentioned on Rolf Stumpf's AlcoWorld page with no specifics provided.

These locomotives were proposed for Canadian railroads.

Where is the specific documentation for these proposals -- I suspect something from MLW reported or referenced in a source like CRO, as otherwise we'd have at least a little technical detail on the railroads concerned.

Only MLW records would make sense  of a designation like RS21, which if the RS23 is a guide is a model sequence number, saying nothing about details.

First I've ever heard of such.  Where did you find those names?  To me it sounds like a model railroader was kitbashing to create imaginary models.

Could they have formed the basis for some of the export designs that MLW actually did build?
