Yes, but only in brass (and in my opinion the ones I've seen are fairly poor brass, stamped sheet and coined sideframes and the like).
If you are planning anything 'promotional' you should bite the bullet and get one of the O gauge Sunset T3a run. That would give you a running start at scratchbuilding the 'correct' underframe detail (using NYCSES drawings and material, some of which I suspect Sunset Models knows where to find) and some demo mockups of the sort of jigging and equipment that would be used for a move like this.
Note that I'm providing all this detail as a learning experience and, perhaps, some advice for you. Do not forget or delete it when you realize that moving 278 is likely something you won't get to do as a self-motivated project.
I'm glad to know 278 won't be converted into a "camper" down here in Louisiana, we have plenty of those already.

Quite honestly I'm surprised there's any of those things still around, I thought they were all turned into razor blades years ago. Thank goodness that's not the case.
