From what I understand, there is a lack of funding to continue the project, plus either a new discovery in the actual condition of the firebox roof sheet, or a new discovery in the allowable condtion of that roof sheet that is necessary to meet FRA requirements.  It would be interesting to learn whether the funding issue is related to the new discovery about the firebox, or if the funding and the firebox are just two coincidental events.  It would also be interesting to learn more about the firebox problem.
