I read somewhere the the Rochelle railroad park is "open" 24 hours a day. Is this true? Are the usually a good bit of people there? Is it pretty safe after dark?

Recently on 2 occasions, I have arrived at dawn & found people that slept in their cars all night. Other times, no one was there. On summer weekends there are good bit of people there. So I would say it is safe, even after dark.

It depends how late you're talking after dark on how many people are there.  Overall, Rochelle is a very safe small town.

In my experience, the light at the end of the tunnel is usually the train.
