Who runs commuter railroads?

Do the freight railways in chicago run commuter service? I remember reading and seeing photos of Burlington Northern locomotives powering commuter trains in chicago as well as ATSF and UP. Is this the case or does METRA run and own all the trains. Also, in a Trains mag of mine from the 1980's I saw an article saying that these commuter agencies were ran by <br />New Jersey Transit ran by Central rwy of new Jersey <br />MARC-The Baltimore and Ohio is this true and how long did this last?
