It's cheaper to cane a person that put them in jail. Leave the jail cells researved for the really bad criminals.

Knew a couple that had a kid who had behavior problems. Tried to get help through social services to no avail. Coming home at 2 am from a trip, everybody tired, finding house a mess (long story, not their fault), etc, etc, kid "acted out," scratched his sister's face. Father slapped kid's face. Teacher saw hand print next day at school (OK, maybe he slapped him a little hard). CPS visits house, finds mess, no food in house (remember - just back from a trip, no chance to go shopping or clean yet), concludes kids are in danger and takes all 5 kids. A year later CPS finally figures out the kid has behavior problems, due to allergies, and gives the kids back. Family moved out of state ASAP, to someplace that they got the support they needed...
