18th Illinois Where-Is-It? (We have a winner!)

The Clue:

The first railroad in Illinois, The Northern Cross Railway (first predessor (sp?) to the Wabash) was resurveyed to be laid through this town's center. After the first train came through, the line was soon relocated to the north side of town. The line is still in use to this day.

What is the name of the city? (And good luck to all!)
