DCC Slow Speeds

I can run my Atlas GP-38 on my MRC 200 so slow that it takes a couple of seconds for the flywheel to make a complete revolution.    On my Digitrax Zephyr, I have reset CV 2  to  2 and it still starts at approx 3 SMPH.  How can I get it to run slower?
