What kind of cost to ride is envisioned for the public at large? You know, the same public that's gonna be expected to conceed publicly owned assets to the cause, most likely have to bear higher local taxes to fund the ~local commitment~, and will be expected to forgo benefits through opportunity cost as the Federal contributions siphon resources that could be used elsewhere, if not for the needs of the HSR program? <br /> <br />Then, of course, whoever the ~private entity~ beneficiary of all that public contribution ends up being, will expect to earn a profit (naturally) after the public puts them in business to begin with, so How much will I have to pay to ride my (as a taxpayer) friggin railroad?
