[/quote] While it is true that all of these factors can vary, there is no way that they can fundamentally correlate with the basic modes of rail and rubber tire transport. However, I'm not surprised to hear somebody from the light rail community make the correlation. They also are known for declaring it axiomatic that we cannot build enough freeways to solve traffic congestion. It's not possible they say.
