The fact that steam was custom built back then was just the modus operandi of the steam builders. Remember, the Ford auto plants were only a decade or two old back then, so mass production en masse for US producers wasn't yet the prefered way. FYI, one of the primary reasons Baldwin failed so miserably in its diesel production was that it tried to build diesels the same way they built steam, e.g. customization.
