The new engine could be fitted but it could not comply with Tier II without the much larger radiators in the SD70M-2/ACe to control the combustion temperature more accurately. In the same way the GEVO could not meet Tier II without the air to air intercooler, so you couldn't retrofit an AC4400 or Dash 9 with the new engine, even if you changed the engine mountings.
In both these cases, the cooling system is as important as the engine itself in meeting the emission standards, particularly in nitrogen oxides.
