Who's importing what locos????

Oct 9, 2006 a ship berthed in Chester, PA discharged 11 brand new locomotives; they are sitting there on the dock as I write this.   Don't even have wheels installed as yet!    Just primed, no identifying paint job.    Wonder whose?   Wonder what type!

A photograph would help. I know of nobody importing locomotives right now other than the obvious ones from Canada, GE is scheduled to export some locomotives to Kazahkstan, EMD just shipped 7 seven locomotives to the UK last week, but they went via Halifax, Nova Scotia. If they look like they might be used, then National Railway Equipment has been buying used EMDs from Korea, then remanufacturing them an reselling them to South America. EMD is also shipping a batch of locomotives to Australia, but I haven't heard that they have been built yet.
