NJTransit has locomotives with dynamics, many from the previous railroads.  There aren't too many instances to use them I'm sure, but they actually use them to help stop the trains at station stops.

Might ask Randy Stahl to confirm; 

a.) The reason that some lines remove the Dynamic Brakes is a: their operations do not require the

     extra braking of the Dynamic system.

b.) If the locomotive has Dynamic Brakes, as factory equipment, they must be maintained in   

     working order. Removal saves maintenance dollars.      Certainly it would reduce the pool of

      potential repurchasers to sell a unit without the DB system.
