Does the executive branch have the right to decide WHICH programs to disburse funds to or just to administer the fund according to the legislation enacted by Congress. e.g. could the executive branch decide not to fund a ship building program authorized explicitly by Congress?

There'd likely be a pretty serious argument over something like that.
[/quote]

The constitution is pretty Specific on this, A budget is a law, if passed by the congress, it goes to the president, if he fails to sign it in 10 days, it is law, if he veto's it, it follows the normal veto process to become law.

Nowhere in the constitution does it state that the executive branch can refuse to appropriate the money.
