[/quote] The constitution is pretty Specific on this, A budget is a law, if passed by the congress, it goes to the president, if he fails to sign it in 10 days, it is law, if he veto's it, it follows the normal veto process to become law. Nowhere in the constitution does it state that the executive branch can refuse to appropriate the money. This was put in such that the Congress could keep the president from starting a war by refusing to fund the military, thus balancing the powers.
