I think maybe the founders would have gone for government funding, considering it as a public transportation idea, but certainly not government control; even the freeways and roads are kept up by the state. Dave, I was talking to a friend of mine about your idea of using the freeway medians as a ROW. He thought this was a splendid idea, if it had been done when the freeways were being built.
